Kassym-Jomart Tokayev, the President of Kazakhstan, has been navigating a complex relationship with Russian President Vladimir Putin, especially amid the geopolitical tensions surrounding the Russia-Ukraine conflict. While it may appear that Tokayev has “fallen in line” with Putin in some respects, the reality is more nuanced.

Kazakhstan has historical, economic, and political ties with Russia, being part of the Eurasian Economic Union and the Collective Security Treaty Organization (CSTO), which creates a certain level of alignment. However, Tokayev has maintained a balanced stance, seeking to protect Kazakhstan’s sovereignty and avoid full alignment with Moscow’s more aggressive moves, particularly regarding Ukraine.

In 2022, Tokayev made headlines when he openly stated at the St. Petersburg International Economic Forum, in the presence of Putin, that Kazakhstan would not recognize the self-declared independence of the Russian-backed separatist regions in eastern Ukraine (Donetsk and Luhansk). This was a clear signal of Kazakhstan’s intention to maintain a level of independence from Russia’s political agenda.

Tokayev’s strategy seems to involve cooperating with Russia where necessary while distancing Kazakhstan from controversial policies that could hurt its international standing. The balancing act has become even more delicate as Kazakhstan has increased ties with China and engaged in dialogue with Western nations, particularly as sanctions on Russia have disrupted economic dynamics in the region.

So, while Kazakhstan may appear aligned with Russia in many ways, Tokayev has shown a careful diplomatic approach, managing his country’s interests without fully "falling in line" with Moscow's geopolitical ambitions.
